This Order on Reconsideration disposes of several Petitions for Reconsideration filed in response to the Third Report and Order regarding the implementation of the cap of 10 pending FM translator applications per applicant. This Report and Order was released together with the Fourth Report and Order and released on the same day as the Fifth Report and Order, the Fourth Order on Reconsideration and the Fourth Further Notice of Proposed Rulemaking.

Petitions for reconsideration opposing the cap were filed by CSN International, National Religious Broadcasters, Positive Alternative Radio, Inc., and Educational Media Foundation et. al. In light of our adoption of the market-specific translator application dismissal process described in [the] Fourth Report and Order, we dismiss them as moot.
